A portable ladder can be used for scaffold access in some layouts, but a hook-on or attachable scaffold ladder is specifically designed to work with the scaffold structure. For U.S. projects, OSHA requires hook-on and attachable ladders to be designed for the type of scaffold with which they are used. The access method should therefore be selected as part of the scaffold layout rather than simply using any ladder available on site.

The bottom rung should not be positioned so high that workers have difficulty entering the ladder safely. For U.S. scaffold access, OSHA limits the bottom rung of a hook-on or attachable ladder to no more than 24 in. (61 cm) above the scaffold supporting level. The exact installation should follow the regulations that apply to the project.

No. Cross braces should not be treated as an access ladder. OSHA specifically prohibits climbing scaffold cross-bracing and instead requires an appropriate means of access such as a hook-on ladder, attachable ladder, stair tower, ramp, walkway, or another approved access method.

Choose the ladder width according to the available scaffold bay, access opening, attachment arrangement, and project requirements. For replacement orders, it is better to match the existing ladder and platform layout. For reference, OSHA requires hook-on and attachable scaffold ladders to have a minimum rung length of 11.5 in. (29 cm), so the applicable local standard should also be considered when confirming the ladder specification.

Not necessarily. The access arrangement needs to consider the total climbing height and whether intermediate rest platforms are required. Under OSHA rules, hook-on and attachable ladders used on supported scaffolds more than 35 ft high require rest platforms at maximum 35 ft intervals. For taller scaffolds, buyers should therefore plan the complete access route rather than selecting the longest ladder available.

Workers should not carry anything that could interfere with their balance while climbing. OSHA requires users to face the ladder, keep at least one hand on it while ascending or descending, and avoid carrying loads that could cause a loss of balance. Tools or bulky scaffold components should therefore be transferred separately when necessary.
